According to Tarti from Gludio you need to meet certain requirements for the 3rd Liberation. Reach Lv. 85.
20. Restore the Prophetic Device
Tarti in the Town of Gludio told you to inquire about the Prophetic Device from High Priest Raymond.
21. To Gereth
High Priest Raymond was able to extract strange energy from the Prophecy Machine, but the only way to continue research is to ask Ertheian High Priest Gereth for help.
